In the early 1990's, in response to a Cabinet report on Canada's Marine
Spill Response Capability, the Government of Canada initiated
consultations with Canada's shipping, oil handling and spill response
industries. The resulting Canadian Spill Response Model formalized in
1995 amendments to the Canada Shipping Act, also heralded Canada's
ascendance to the Oil Pollution Preparedness, Response and Cooperation
Convention (OPRC '90). In the decade since it's inception, the "Canadian Model" has become recognized around the world as the benchmark of Government/Industry partnership and cooperation in marine oil spill response.
